Technology Roadmap 3.0 Targets Full L4 Adoption by 2040 with L5 Market Entry

Released on October 22 under the guidance of the Ministry of Industry and Information Technology of China and revised by the China Society of Automotive Engineers, the "Technology Roadmap for Energy-Saving and New Energy Vehicles 3.0" establishes a "1+5+X" research framework. Key milestones include achieving full hybridization of traditional energy passenger vehicles by 2035. By 2040, internal combustion-engine vehicles (HEV, PHEV, REEV) will maintain approximately one-third of new passenger car sales, while new energy vehicle penetration will exceed 85%—with battery electric vehicles comprising 80% of that segment. The roadmap also anticipates full popularization of L4 intelligent connected vehicles by 2040, accompanied by the initial market introduction of L5 vehicles. Manufacturing evolution will focus on quality improvement, efficiency gains, cost reduction, and decarbonization through data connectivity and closed-loop systems.
